Bids Evaluation Criteria

The meeting of the Bids Evaluation Committee is convened immediately after opening of the tender and Committee required to complete its evaluation work within few hours the same day, for submission of their report for consideration in the meeting of the Purchase & Price Evaluation Committee. All the Bids are thoroughly scrutinized to ensure that terms and conditions of the tender(s) have been strictly adhered to. The bids which meet the terms & conditions of the tender documents, are responsive and those which do not meet the terms & conditions of the tender are non-responsive.


Important points on which the Committee has to focus during Bids Evaluation are:

  • Prequalification of bidders.
  • Appointment of Local Agent and his prescribed particulars
  • Prescribed particulars of Local/Foreign bidders
  • Provided required bid money by the Bidder
  • Prescribed quantity offered
  • Prices of goods quoted by bidders
  • Specifications and characteristics of goods
  • Shipment/delivery schedule.
  • Mode of Payment
  • Country of origin
  • Validity of bids
  • Mode of shipment / delivery
  • Pre-shipment Inspection
  • Age of Vessel
  • Port of Load
  • Signature, Name, Designation, date & stamp of the bidder
